Civil rights groups oppose this bill because it targets immigrant communities by requiring the use of the federal E-verify system for all businesses  with more than 5 employees in North Carolina. HB35 excludes farm workers and domestic workers. This bill limits economic freedom and mobility to immigrants, but permits immigrants to remain as minimum wage, unskilled laborers in the agriculture and domestic industries.
